First tab layouts for Actions, PIs, Risks, Inform/Feedback and Assessments/Audits can be edited via the 'Site Admin' section in the 'Go To...' menu. This tab will be the first screen within the Notebook for any item of these types. The Site_admin permission is required to modify the 'First Tab' configuration.

Editing the First Tab
To add a Panel to the First tab, use the Drop-down list on the top left corner of the page to select a Panel to add, then select the 'Add' button. This will add the selected Panel to the display below, this shows the arrangement of the Panels and what the First tab will look like. Once you have multiple Panels added, you can move them around by clicking and dragging the Panels. The 'X' button in the top corner of each Panel can be used to remove the Panel from the first tab.
Once you are happy with your changes, select the 'Save' button to confirm your changes. If you have made any changes, there will be an 'unsaved' label shown next to the page title at the top of the page.
Note: The Actions First tab setup must be accessed via the 'Action Settings' section of the Site Admin menu, as it can be configured individually per Action Type, however, the method for configuring it is still the same.
